My system for preventing octave water gathering is as follows. Allow the oboe to dry out overnight. Get a pipe cleaner and spray half of it with WD40. Insert into top joint, reed end, and move about so the WD40 is deposited over the octave holes. Close all finger holes, block tenon end, blow through instrument so that the WD40 is forced into the octave holes. Mop up any excess with cigarette paper, leave for about an hour and the then enjoy water free playing.
I have used this method for over 30 years. I find it may need renewing everything 6 months or so. It has made no noticeable difference to the instrument or the pads. So as far as I'm concerned it works and avoids frantic mopping and blowing across holes in rehearsals and concerts.
