Re soaking reeds: I run my reeds under water about 5 minutes before I have to play, and put them back in the case. By the time I'm set up, they are ready to go - no worrying about little containers of water leaking all over, or where to safely set your reeds while they soak.
Of course, that means you need to make sure there is a good amount of water covering the reeds (inside and out) and you need a good reed case (NOT the horrible mailing tubes they come in if you buy reeds). I tell my students to use the water fountain to wet their reeds and usually if they have a few minutes walk to band they are all set.
I did have one girl last year who needed to soak her reed ALL the time, between every piece and during rests, and even in lessons she would dry out several times. I don't know what the deal was, but she just used her water bottle. I was always worried she would drop them in, but that never happened!
