Double reeds are unique beasts. Even those players who buy commercial reeds will spend time adjusting them. Many double-reed players make their own reed. So, your son's insistence that he can't play the commercial reeds may have some merit.
Your message says that he is no longer taking lessons with his original instructor. Is he taking lessons with someone else? If that is the case, I would suggest that he get reeds from the new instructor or at least have the instructor adjust the commercial reeds. That would probably be the best solution. If that is absolutely not an option, maybe you could contact a local oboist or oboe undergraduate or graduate student to make or adjust some reeds for him.
