Mike, you have obviously thought about this a great deal!
There is one other factor nobody has mentioned yet, and that is the volume and shape of the mouth cavity while you blow. This is how the "tee- aah" thing works, and (I suspect) another reason why some players prefer a slightly lower-pitched crow to others.
And all of this discussion refers ONLY to American-scrape reeds. I have never got a french scrape to do anything other than play a single B, and a German scrape reed quacks and rattles noisily (I think in fifths), rather than crow the way we are used to (thanks to Dr. Nick Deutch of Con-sequenz for showing me that).
One of the reasons why powerful embrasure lip-pressure is a requirement for Europrean styles of reed.
