As I said before, for a standard set up with no biting and maximum blowing, I think yes, a C crow is desirable. But there are many good players who bite a good deal, and therefore don't use a C crow. Some players have very big lips, which allow them to roll in a very VERY large amount, and therefore prefer closer to a B.
There are several major principal orchestral oboists who I know insist that their reeds crow at a 5th! a C and a G!
I think the general consensus is it varies from player to player.
