Start by playing with a slow vibrato - that's 'pulsing' the air slightly (by increasing and decreasing the air pressure with the abdominal muscles) as you're breathing out so it looks like this:

<><><><><><><><><><> and try it at different speeds.

But the best excercise is playing a completely flat long tone that looks like this:

________________________ ie. with no fluctuations in pitch, volume or tone.

But don't mistake vibrato for tone - vibrato is additional to oboe playing and not part of the tone.
