The overlapping touch is the 3rd 8ve key - not really necessary for student and intermediate oboes, though all pro oboes nowadays are generally fitted with these as standard. A lot of older pro oboes probably won't have a 3rd 8ve key.

They help the upper altissimo notes speak easier (usually used from high E upwards in conjunction with the back 8ve, being nudged open by the left thumb rather than pressed) under certain conditions and the idea originally came from the Vienna oboes and found it's way onto French oboes (I think it may have been Marigaux that introduced the 3rd 8ve key onto French style oboes).

But a 3rd 8ve key can be fitted to any oboe at any time after manufacture without any trouble. The opening is very slight, so they should have a screw adjustment fitted to give the correct venting, and this can vary from player to player.
