As a joke another oboe friend once commented she would soak a reed in dog urine if it'd somehow play better.
I went on to suggest battery acid... imagine the scene. Final passage of Amahl and the Night Visitors... low oboe c finally dieing away as the final flap of embrouchure also dissolves away.
Seriously, I would not soak a reed often in hydrogen peroxide, but sanitizing it somehow before handing it to another player or student is a good idea.
For young school-age players, band after the delicious school lunch, etc., I'd think the excess gunk removed would probably benefit more than the peroxide removes.
Young players seem to have trouble using the plaque to remove gink w/o harming the reed.
But for just cleansing an prolonging the reed life, sonic vibration devices were popular a few years back with a few of my friends. I don't think they killed germs though w/o extra chemicals.
