Many factors affect pitch. A reed can be 64mm and flat or 72mm and sharp. If they're fairly short, yet still flat, it is possible that they are too open, or that you have scraped too much out of some section of the reed, such as the center of the tip (a very common mistake). There's no way to say for certain without seeing them. Perhaps you could post pics? Could you provide a picture of each blade with and without backlighting, and another looking at the tip head-on?
The width of the reed and the curvature of the shape also affect pitch. The staple is yet another factor. What staples do you use? And what shape do you use? Do you modify it in any way, such as by paring off some excess overlap of the blades at the tip?
