Every group I've played with expects you to indicate your attendance or otherwise for forthcoming concerts, several weeks in advance. They can then book deps to cover any gaps.
Of course, people may have to drop out at the last minute, due to sickness or to unavoidable work or family issues; in such a case it is the person's responsibility to contact the director or band secretary.
All this is just common sense, I think. I'm not sure whether the original poster was implying that some players simply didn't turn up on the day, without warning anybody.
