In our wind bands, attendance at rehearsals tends to be very variable, though for concerts we can usually count on a good attendance in addition to some talented players who only show up for the concerts and perhaps one rehearsal beforehand.
Having been in two bands, I've noticed a huge correlation between the professionalism of the musicians and that of the director and organisers. If the musicians feel that the management is not enthusiastic, then they will feel no obligation to show up.
Our old band was dwindling in numbers and enthusiasm because the organisers simply didn't know how times had changed. They were all in their sixties and used to a small town mentality in which everybody knew everyone else and there was no need for things like 'publicity' or communication.
Our new band has a website, a forum, and director who knows all the musicians. Consequently there are more young people arriving and the atmosphere is totally different.
