immediate first thought, cane most likely isn't wet enough for tying with less than 1 hour pre-soaking, even though it sinks
... what's your local air temperature and relative humidity at present?
... are there air bubbles still on the cane when it's sunk in the bowl?
... how much has cane colour brightened, then darkened, compared to its colour before soaking?

distant second thought, applying too much pressure on cane when notching the cane ends because maybe knife not sharp enough
