Charles Double Reed is one of the larger oboe-specific shops in the country.
I've only bought accessories from them, but I don't doubt that they are a reputable firm, and can give you personal attention.
It seems to me that Elizabeth (hautbois, on this board) just commented on the Barrington a day or two ago, saying that in the past, she had thought it was a good first instrument, but that her most recent experiences had not been as favorable. If I can find her post, I'll link it here.

I started on an auction-site special, a Linton oboe that looked like it had been snatched from a burning building just in the nick of time (it had bubbles all over the plastic). Or maybe someone just left it in the trunk of their car on a hot day. Or several. At any rate, it did the job for maybe 3 months, until I realized what left-F was all about. And it didn't have a Bb key either. Coming from clarinet, it is a rude awakening to learn that not every oboe has every key you will ever want. Clarinets just come with all the keys you will ever need, basically. Oboe are not the same. They leave off keys on the lesser lines, on the assumption that by the time a kiddo gets to the point of knowing the difference, they will be ready for an upgrade anyway.
For us adult learners, I think the situation is somewhat different, and in hindsight I would advise that, to the extent I could, I would start with an oboe that has the most "bells and whistles" possible. This is one of the reasons that the Fox oboes are such good values. They have complete (or relatively complete) keywork, even in the basic models. The Barrington also is an exemplar of this. I suspect that the problems Elizabeth is having with her students' Barringtons right now has to do with corners being cut at WWBW, rather than any suddenly-arisen deficiency in the instrument itself.
Get a Barrington, and plan to have it adjusted. Or, find a used Barrington. Or a Linton (which my teacher thinks is an OK brand), or a Larilee WITH ALL THE KEYWORK. I do think that is important. If you go Yamaha, look for the 410/411 or 440/441. Decent beginner oboes, and well-priced in the used market. (The Yamaha 211/241 does not have all the keywork.)
However, you MIGHT even find an older used pro model at the same prices. January is probably a good time to be looking, since its a slow month for most retailers.
