One can certainly add soundless gaps while circular breathing, but they can be shorter than one caused by breathing.

What kind of playing are you talking about? The consensus here seems to be that people shy away from circular breathing. The question remains whether they do this for fundamental musical reasons or whether the musical reasons are an after-the-fact justification for circular breathing being too hard to do well consistently....

Circular breathing is about how the lungs refill with air, not about lack of articulation.
