I don't think you can look at circular breathing in a vacuum. The practice of circular breathing is a reaction to the "endless" phrase, which composers such as Wagner and Strauss where fans. If you look at the Good Friday Spell from Parsifal you will see what Wagner wanted, a seamless phrase stretching for 17 bars. Did the oboist who first played the piece circular breathe, who knows but it doesn't mean that it doesn't come in handy in that excerpt.
I think the analogy of reading is a good one, but you only need to look at the last "chapter" of Ullyses by James Joyce, These Festive Nights by Marie Claire Blais or any novel by Jose Saramago to see what they thought of punctuation. Interestingly, the term often used to describe a "phrase" with little or no punctuation is called the "breathless" sentence.
