Since no one really seems to be answering the actual question you are asking, I will give it a stab.
In my own experience, if as you said, everything else is constant, wrapping shorter will provide a larger opening and wrapping longer will provide a smaller opening.
Of course, we could delve into the idea of different shaper tips will be optimal wrapped at different lengths. It seems that most people that I have come in contact measure from the bottom of the staple to the end of the reed -- typically oboe is between 72-74 for the tips I have used. (wrap length).
EH reeds -- to my experience the best wrap is between 58-59 mm total length providing your finished length is somewhere between 54-56 which is, again, in my experience and talking with those in the US who use the American Scrape (wire or no wire --). Essentially, wire doesn't necessarily control the opening (though in my experience it does have some affect on the opening) rather, it extends the top of the tube slightly to bring the higher notes (second octave key notes) more into focus and into tune so they do not sag.
