Like most of the respondents, I take about 5-15 minutes to get a playable reed. Generally I'll finish it another day.

Your Dremel idea is not that far-fetched. I have seen posts on one of these lists from someone who had figured out how to reverse the rotation of the Dremel to use on reeds. I can't remember whether he was an oboist or bassoonist.

I use 400 grit sand paper to smooth things out in general and to finish off the tip of the reed. I cut a sheet of sand paper into small rectangles of about 2 x 3 inches. That makes for a good size to work with.

For the tip, when I'm very, very close to what I want but just want a bit more response, I'll lay one of those pieces of sand paper on the table and slid the tip over the paper once or twice on each side of the reed. You need very little sanding. I keep the reed at about a 45% angle from the paper and let the tip bend to the paper.
