I can make a reed in 5-10 minutes, but I prefer to spend 20 or so minutes on my reed. Then I play long tones on it for at least 10 minutes, adjust, and do one 30-40 minute practice session and adjust again. After that, it should be pretty well played in.
I would also say it took me a good 10 years of reedmaking before I could make a fairly decent reed in 10 minutes. As a beginner, you should feel no pressure to work fast, and by all means take time on the tip. The hardest part of the first 4-5 years is mastering knife technique, getting the angles right, learning to read the shadows of the lighting, and learning how to balance a reed. The thing about reeds is you never know if you can make it better until you've gone too far. It's important that you constantly try to make them better until you learn when "enough is enough".
