... reed tubes, cork end? Over and between each loop?
... template -- any strip of card can be made and marked up as a ruler with specific measurments and barlines (= 1 fold) for any number of reeds in a case -- use to measure & cut length of ribbon needed
Remember to add 'fingertip' wastage each end when cutting ribbon

Make a finished 'unit' -- secure the loops to lining fabric first, then attach that fabric to a card which is finally inserted into the case
Think i'd try double-sided tape to secure fabric to the card itself
