... generally think you could make your own ribbons using a napped or sueded fabric with iron-on stiffener fabric underneath, prep a piece of fabric, cut to size as needed for ribbons, all available in home sewing fabric store or large craft store perhaps
If you just need a reed holder inside the tin, nothing else to line or cover the tin, could fabric-glue ribbons to cardstock covered with same fabric
These would do for own use, but if you wanted to make it a craft and sell them, fully lined and elegantly covered would catch my eye, and i'd be looking for excellent ventilation for my reeds when case closed, absorbent and lintless liner material, excellent spacing for 3, 6, 10, 12 or more reeds, the smaller containers easy enough to open with one hand, and none open up accidentally by itself. A special feature might be a magnetic spot or strip to hold a reed-fixing plaque inside the case.
This seems like a time-consuming (but fun :-) craft ... after practising oboe and making your own reeds every day, eh?
