Hmm .. I think I understood your description the first time. The only thing that could cause this displacement is your tongue, so please answer these questions:
Do you think you could be tonguing aggressively? Is your tonguing light and definite, or "heavy", "powerful"?
[You want "light and definite"].
Do you hold your instrument close to the body, or at 45 degrees?
[If the instrument is too close to your body, your tongue will be attacking the reed from the side and not on the tip]
Do you place your lips around the reed close to the tip, or is there a lot of reed projecting inside your mouth?
[Most players find that playing close to the tip gives better control and warms up the tone marvelously. You need to develop your embouchure to get this level of control, and that does not happen overnight]
Remember that when you tongue you are aiming to close the tip and stop the air - nothing more. As gently as you can.
Soaking in cold water is okay, you just need to leave it for longer before you start playing on it. The reed fibres need to absorb the water and achieve their normal elasticity before you start them vibrating. Do not be tempted to put a dry reed into your mouth and peep it - very harmful to the cane.
Regarding your reed supplier - are you talking about North Texas Oboe Reeds, Dr. Hiramoto? I was very impressed with his reeds several years ago, but I recall that his tips were extremely thin. Brannen X, Philadelphia scrape, 69 mm or thereabouts?
