Clarence, in general, student plastic oboes are not as cheap as student plastic clarinets. you may do a search through makers or big dealers as IMS, WWBW and others, there are also specialized houses for double reeds.
There are other concerns between plastic and wood oboes.
First, plastic oboes do not crack.
but there are a number of features that professional oboes have and student ones do not, mainly about the number of keys and options, for instance, low B-C# trill, third octave key, low Bb (some students oboes don't have low Bb), left hand F key, Eb-E trill ring on right hand, and so on
so you have to ask yourself what level of playing do you want.
Unfortunately, I do not play oboe (I would like, but I have no time to play it, nor money to buy one), so if you can ask an oboist he-she would help you better than me about price, quality, features, possibilities.
