Of course, Craig, I appreciate the readings of the overtones and agree with what you're saying about the relative "damage" of playing out of tune in different registers -- but when you talk about playing 20 hertz sharp at 440, you're talking about playing an A at 460. I don't think anybody is that far out... an A 440 played 20 cents sharp, on the other hand, would be just above 445. (The difference between 440 Hz and 460 Hz is 77 cents -- so, at 440, 460 is in fact a B-flat played under pitch.)

Hertz are usually spoken of when people are agreeing at what pitch level a group will play. From that point on, once the A=440 or A=415 or A=443 is decided, hertz are no longer discussed. The extent to which a note is out of tune, within the framework agreed upon, is measured in cents.
