Howard, I do not know what model Buffet you have but at the time I am talking about (1996 to 2000) there was this particular student with a Buffet oboe in wood with plastic lined bore (I would think the equivalent of the model 4051 or 4052) which was constantly or consistently (or both) sharp. I suspect that this line of oboes was being made by Schreiber, in Germany. At the same time, at the institute, there were other students and a teacher who were playing Buffet (professional model, I beleive they were made in France) in wood (2 of them) and Greenline (2 of them) and we had no problems with these. In my opinion there were two different makers under one name or they were ment for different markets.
If you are constantly flat with your Buffet, perhaps you should try a little narrower shaper (by the way, you do not need to buy a new shaper todo this, you might want to experiment first by sanding down a blank reed to 7.0 mm width at the tip, before you start to scrape).
Good luck.
