You didn't mention the academic interests or qualifications of either of your students, but if they are highly competitive academically, Duke University might be of interest. There are numerous ensembles, bands, and orchestras at Duke, ALL open to non-majors. Duke is not a big music school, but they do have a music department. Duke is also astronomically expensive, but in my experience, many of the most expensive schools are also the most likely to provide scholarship help for students they admit -- if they want you, they will help you find a way to get there. Stanford University is this way, too. But these are very competitive schools, academically, so this would probably only work if your students are top-tier academically.
