Most colleges have some ensemble they could play in. In my undergrad I wasn't planning on being a music major and it wasn't really a music school. They didn't have an oboe for two years before I came. They used soprano sax in orchestra. Even bigger music schools will have ensembles for non majors or if they're lacking on oboes your students might have those opportunities. I would only recommend if they don't want to major to stay away from big music schools. I spoke with somebody who went to Oberlin for a non music degree and wanted to play cello casually. Sadly he had to give it up becuase it was too much for him to keep up with the demands of the ensembles.
