Korg tuner works nicely for me, but always check window says 440 after lugging it around in gig bag, one practice i found mine winking at 441, must have been pushing buttons against something in the bag on the way over

if you're 1st oboe and you're in tune with *the orchestra* or more specifically with the piano (if there is one) or else for sure with 1st Violin, then it's 2nd oboe playing sharp, and it's 2nd oboe's job to correct that
but, if you really were playing flat with the orchestra, check your reed plays in tune throughout the range on oboe, some notes are commonly flatter or sharper on this instrument, you simply have to lip up or down a little bit to tune them in. If your reed's not flexible enough for this, fix the reed so it is.
My other guess -- maybe it's your youthful embouchure, not yet past the stage of holding the thing steady as a rock (or hanging on for dear life!) -- it's tricky making the transition to adjustable, i found the lower lip's more helpful than the upper lip for me (but you may find it works better for you some other way) -- try turning it in a little bit under the lower blade to sharpen and turn out to flatten -- the knack is not making the notes stuffy or blatty in the process
