I had exactly the same problem with my new electronic tuner. It has great trouble working out what note I am playing on the oboe and doesn't do much better with my daughter's trombone (ie it gets a few more notes right but not all of them). The only two instruments it works reliably for are the piano (this was when I was about to take it back to the shop and say it didn't work but thought I would just check with the piano first) and my husband's electric guitar but only if you plug the guitar into the tuner.
About six months ago I bought a korg clip on tuner. This has a needle only (no annoying over-sensitive lights) and when clipped onto the bell of the oboe identifies all the notes correctly. It was twice as expensive as the other one but I feel it was worth the money.
