See if using an input line will help your tuner deciphor your pitch. They are inexpensive, and can clip on to your bell, and there is a place to attach them to all the tuners I have seen. They also respond just to your oboe even though a whole orchestra is making noise around you. If you still get the unusual readings which you describe after trying the input line on a few tuners, then I would suggest you ask to borrow someone else's oboe to see what readings you get as well as ask another oboist to play your oboe for the tuner.
