First of all, I'd check the reed carefully; even invisible, tiny crack lengthwise immediately kills the high register. The age matters, too.
Regarding your fingering, the most obvious thing that could affect high D is the dirty half-hole (some small possibility of water in entire B key, too).
If nothing above is truth, you need to check all upper joint for leaks, cracks, etc. Good luck
Edit: If your oboe has the "Philadelphia style" keywork (the split D key gets down when pressing low C key) it's VERY important the D key to go ALL THE WAY DOWN. If not, adjust it accordingly.
