Here is the web site telling about the american scrape.

The "American" style reed was introduced to U.S. orchestras by Marcel Tabuteau and is a variation of the long french cut (or scrape)as we called it in the early 1960s. It appears this is a new name for an old face; maybe a marketing tool. You can only go so far before an oboe no longer sounds like an oboe. With the french resistance to the recent war maybe we should boycott the french scrape and go with the American scrape?
In the two basic designs we have the german scrape which has thinning of the reed at the tip and a large part of the reed unscraped; and the french scrape which has thinning at the tip and a large area that is scraped.
The problem in any reed scraping is you have to reach a balance where the tip is scraped to allow flexability and the heart of the reed helps generate the rich overtones; if you scrape too far down the reed you disturb the balance of the tip and the heart of the reed. The problem always exists as to when to stop before you destroy the reed and lose the playing characteristics.
