I have an Conn Oboe I have to transpose everything 1/2 tone higher in order to play 440 is this a common problem .

This should not be happening---not a common problem.
Three questions first:
How long have you played oboe? Playing skill helps control pitch---lip muscle control.
What strength reeds do you play? Soft reeds may play flat. Playing hard reeds without proper lip muscle control also may cause flat playing.
Has some other oboe player tried the Conn oboe and do they also play flat? It is really rare that an instrument plays flat unless the instrument has been drastically altered. Leaking pads and pad heights not set right can cause flat playing. Is the oboe wood or plastic?
To play sharper immediately you can shorten the cork---that is cut a small amount off the end and try it again. Continue cutting some more until the instrument is in tune. This is a temporary solution until the above questions will bring the correct answer to the problem.
