Actually, 4/4. I do think note-grouping is part of the solution here. I took this passage to my lesson this week, and had my teacher puzzle over it for a while. It is one of those deceptively simple passages -- doesn't look like anything, but can really trip you up if you don't think about it.
The second half of the phrase fell right into place: pickup quarter (beat 4), three slurred quarters, another pickup quarter on beat 4, three more slurred quarters, another pickup quarter, and an ending dotted half -- "and /Ran-som cap-tive/ I-- -- sra/el.
The opening phrase was more of a struggle. I have ended up (at least, at the moment) phrasing it "(pickup slurred to) /(stronger downbeat) (weaker beat 2, tongued) (beat 3, tongued) (beat 4, pickup slurred to)/ (stronger downbeat slurred to next 4 notes): "O/Come O Come E-/Ma - a - a - nu/el."
And after all this is said and done, we decided to put the piece on hold -- not because of anything I was or wasn't doing, but because it has some transitions (it's in a medley) that will take too much work for the rehearsal time we have. Rats!
But it has been a good learning experience. Respect the quarter notes!
