The secret to legato is really....you guessed it....wind!

Play a long tone in the shape of the phrase you want. Then you apply the notes to that shape. Easy?

The problem 99.9% of us have is opening the crescendo too soon, and/or starting the diminuendo too soon. This is what usually creates the static "note-note" feeling. If any dim/cresc is done too soon, the notes following have no choice but to honk out (early dim) or sound quieter, killing the crescendo (early crescendo)
