Another method to measure the aperture at the bottom of the reed well is to mark your mandrel with a little graphite and then insert it into the reed well, twist it gently so that the bottom of the well marks the mandrel (and removes the graphite), then remove the mandrel and measure where the ring is.

The bottom of the reed well on my Yamaha 841 is 3.98mm, most of my tubes are between 4.4mm and 4.75mm at the bottom. The brand of tubes that I like best right now are near the upper end of that range.

I'm sure that a 0.5 to 0.74 mm difference in diameter between the opening of the reed well and the bottom of the tube is significant (in terms of area it's a 20 to 30% reduction) and I'm sure it is taken into consideration in the design of the oboe and the tubes. It's just too large a difference to have gone unnoticed.
