Stripped oboe tubes do not make good english horn tubes. They're too long and too narrow.
However, a stripped off oboe tube can make a good mandrel adapter, converting an oboe mandrel to an english horn mandrel if you don't want to spend your money on an actual english horn mandrel. Also, a stripped off oboe tube placed into an english horn reed makes the reed much more comfortable to hold when working on it -- just remember to remove it from the reed before testing the crow.

On the original subject though, most english horn bocals are also larger at the bottom than the hole at the bottom of the "reed" well. I've heard that if the bottom of the bocal is too small, the high register intonation will suffer.
