I think the general rule is as has been stated above -- the "left F" is meant to make the forked F obsolete.

However, it can also depend on your instrument. I understand that on many oboes, the forked F doesn't speak as clearly, or tends to be flat. This was true on my Yamaha 411. On my Covey, however, the forked fingering (left or right) has been more in tune than the regular F's (right or left) and is clear as a bell, so I use the forked fingering a lot.

As I was learning, I heard that the forked F was a no-no. And because I learned on an oboe with the left F, I actually didn't play the forked fingering until I got my present instrument. I was surprised to find that it worked very well for me, and had no trouble learning it.

So, I think the issue is how the note plays with whatever fingering.
