Middle B and C are some very curious notes. They act so differently when we approach them from different registers. On many instruments, this middle C is always too flat. I think the best way to test this is to first look into a mirror, and as Marc Schaeferdiek suggests in his oboe method, play a B-C natural with the reed only and see how little reed one needs to take in to achieve this.. To me this is the closest thing to being correct. Thomas Indermuhle suggests that from 2nd octave A onwards C# is good and when you get to the really super high notes a D or above is necessary which implies biting. The construction of the reed here does not matter, as the means to getting to those pitches may be different but the results are the same. It will probably be much easier (much more relaxed embouchure) to get that c# on an American reed compared to a short scrape reed. New reeds tend to be impossible on this matter!
