Take it back to the store you bought it from & they should sort it free as it's a new instrument. If this isn't easy take it to a reputable repairer (Someone recommended by your teacher) or maybe send it back to Fox - they don't like sending out duff instruments!
While this is likely to be a very minor problem oboes are complex mechanical devices & it is very easy to make matters worse if you don't have experience of working on them.
