Wiring should not be used to control the opening.
When wire is used on English horn reeds, they're purpose is to change the acoustical nodes to give additional support in the high register (i.e., raise the pitch up there), but not to actually wire the thing open.
I've heard countless EH professionals (Tom Stacy, Carolyn Hove to name a few) who swear off wire, mainly because they've seen too many reeds with wire that are not wired properly.
Whether the reed is "too old" or not is dependent upon your location. In some areas during this particular time of year, the climate can be extremely dry, thus drying out your reeds and causing the openings to shrink. Perhaps if you tuck it away for the spring/summer when there is a bit more humidity, the reed will be more usable.
Meanwhile, winter reeds generally need a bit more in the back to keep the throat of the reed open, and stronger rails along the side of the heart.
