From a "social graces" aspect, it seems to me that using a tuner right after the first chair oboe has used *her* tuner would be like saying to her, "I don't trust *your* tuner and *your* A, I'm gonna use mine instead", which is kind of a slap in the face.
Also, the whole point of having a single musician give an A is so that everybody can be in tune with her, and thus, by extension, with each other. But if someone else is giving a second, possibly alternative A, then that tosses the whole system into the dumpster.
