I agree with Fritz here.
The reed actually absorbs water without it actually being a water container.
I find that just running under the tap, and then replacing in the case is the best way. Once the reed has reached saturation point, it won't continue to absorb any more water, but it will still be soaked.
This shouldn't be a really big deal though- I personally just soak reeds until they are flexible (i.e. 1-2 minutes tops). There is no need for prolonged soaking
