Yes, they can. But refer to Weber manual or Jay Light and you will see those adjustments are primarily over the heart area.

Certainly, paper or knife work, just try to keep things in balance, make very small changes and play-test the reed often.

Frequently, the real final 'adjustment' is the clipping of the extreme tip of the reed.

Learn to do it, and again... just clip the spit off the tip... its a very small amount of cane, less that a hair's width that does the trick. Learn to clip offset so one side is a skosh longer. Another trick... short side down in the embouchure. Its good stuff.

I have actually made reeds using mostly files and sand paper and finally the knife only to do the final clipping.

And I have heard of others doing that as well.

Silicone paper can be very effective.
