Is chirping what you mean? Like, a high pitched squeak, even though the real tone still comes out underneath?
If so, there is probably too much cane out of the centre of the tip. In other words, the tip has been made too equally thin, rather than having a nice curve with the thinnest at the edges, and thicker in the middle.
There is not much you can do if it's like that, because the problem is too much cane being taken away.
If you have any tools, you can try thinning the sides and end of the tip. This will make the center proportionally thicker, and may reduce chirping.
Miserable reeds=miserable oboe player.
