The more precise your criticism, the faster your tone will improve. you have to figure out just exactly what it is about your tone that you don't like, then you can set about improving it.
Once all of your equipment is in order - reeds and oboe - then you can move on to actual exercises. This should come as no surprise..but...
Long tones! Seriously. When you play a held note...just sit back and listen. What is happening? does the pitch move? if you're trying to crescendo, does it actually happen? The list of questions is endless.
Try to increase the amplitude of your dynamics...always try to play softer, and always try to play louder (without forcing anything).
All other technique (scales, arpeggios, studies) contributes only in a secondary manner to improving tone. (Though do see the slow ferling studies)
And above all...have patience. The simple fact that you are aware of your tone shows that you have the dedication to improve it. All that's required is time.
