Maybe your 3rd is moving as fast as it can go on 16ths, and hasn't any reserve to speed up any more?
... 3rd fingers weakest in hands anyway, analyse your case, lay hand flat on table, palm down, lift each finger upwards independently, and see if 3rd can be raised as high as the others, if not (usual), figure out ways in your daily life you can exercise & strengthen 3rd finger generally, such as writing between thumb & 3rd, hold reed knife only with 3 & 4, clench exercises around squeeze ball using only 3 & thumb, etc. You might try taping 1&2 together to begin with, to get the idea.
For stretching the tendons inside the hand, which curl the 3rd into palm and limit upward lift, daily manicurist's digit rotation really helps, seek expert help there, physiotherapist might know better moves.
Instead of drumming fingers impatiently while waiting around, try ''walking" 3 & 4 on pants leg (good traction). The goal here is to do it with 1&2 completely extended pointing forward, and not curling under at the same time, while 3 & 4 are definitely walking, not both moving together in the same direction
When 3rd is stronger, it'll be able to work faster on trills
