I figured something out I guess. My fingers are quite long and if I keep it really curled, I'm trilling from more of the 2nd knuckle which is pretty weak. (1st knuckle connects finger to palm). If I angle my wrist inward more (so thumb and index finger come closer toward the oboe) my ring finger becomes flatter, which makes it easier to trill from the 1st knuckle. I think this makes it easier. (although I'm not sure this is what I'm supposed to be doing.) I guess I need to work and that nutso melo-dramatic Barret Grand Study with all those 32nd note trills.
