Most of international brands make very good 440s, so do not worry, it's only a matter of requesting for more specific details. Marigauxs made and still makes great oboes but there are many bad reviews on them for the past 2 years (Over expensive instruments considering the bad quality control, cheap material etc.). I have written before regarding a case where a new Marigaux literally fell apart (wood would not vibrate) only after 2 years. Still, they are very recommendable, just be very careful!
Howarth has always been supreme in Britain. But if you ask me, Loree is still the prime in consistency. DO NOT forget the existence of Bulgheroni, which make superb instruments!
I am not in the North American market, so what i mentioned reflects some what the case of an Asian student's and their respective mentors point of view, at least in Malaysia. How are the top line Fox oboes? Are they any where near their famous bassoons? (Recent posts suggests that they are good, but how are received among the professionals?)
