I don't see any good reason why you shouldn't start on a Bundy (or other low-end student instrument) to give the oboe a try. I certainly did ( at the age of 60, with a Linton), and for much the same reasons that you have outlined.
However, I would suggest that even the worst student cane reed is a better choice than any synthetic oboe reed. Ledger is OK for what you are doing, as are Jones and Emerald. But seriously, don't waste your money on the synthetic reeds. They don't feel or sound enough like the real thing to give you the feedback you need regarding tone, intonation, and embouchure, ESPECIALLY as a beginner.
