Do NOT soak your cane in hot tap water. It expands the fibers and when you go to tie, will give a false feel to it. Then, when it cools, it will shrink more and warp, and also will be more likely to leak. Always soak your cane in ROOM temperature water.
I would go with GoodWinds suggestion of "until it sinks", which as I mentioned, is usually about 20-25 minutes.
